Barksdale AFB School Liaison Officer

A&FRC, 801 Kenney Ave, Suite 1400, 456-8400

The School Liaison Officer (SLO)
Serves as a the primary point of contact and subject matter expert for school information on all local public and private schools in Bossier Parish and Caddo Parish.

The mission of the School Liaison is to eliminate barriers and build bridges for the academic success of military dependent children through networks and partnerships with our local and global communities.

A community in which military and civilian partners work hand in hand to successfully educate and advocate for the military child.

  • Understand and identify barriers to quality education for military dependent children in this area and develop solutions.
  • Seek to promote and educate the installation, parents, our Shreveport/Bossier community and schools about the unique needs of military children.
  • Make connections to partners who can provide support and assistance for military families and their educational needs.
  • Communicate information to allow families to effectively advocate for their children in the educational setting.

What If

  • Your child came home with a problem at school that made you and your child's life miserable, and you did not know how to get it resolved or who to talk to?
  • You were PCSing out of here and you wanted to avoid the nightmare with the schools you may have heard others have had?
  • You want to know how to support your child in school or support a school. You know, make your investment in our country that you made in uniform last longer and have greater impact?
  • You want to help your child plan for college, but the school is not giving much help?
  • You have a child who fits into school like a square peg in a round hole and you need other options?
  • You need to know who to talk to about a problem at school?
  • You need a little help figuring out which school your child would do best in and how to get them into it?
  • You need to know why the rules are that way at school?

Our SLO can help!  The Barksdale SLO is available to discuss the education related factors that should be considered, since much of what is important in school selection and education planning does not lend itself readily to countable numbers. These include issues related to personal motivation and learning environments, extracurricular scholastic and athletic opportunities, discipline incidents, attendance and tardiness, class size, strength of parent involvement, experience of educators, grading practices, student aspirations and school support, and of course, local, state and national test results.

The SLO is located in the Airman & Family Readiness Center at 801 Kenney Ave. Hours of operation are 0730 - 1630, Monday - Friday. Please feel free to contact the SLO via email at, or call 318-456-8400.

The Bossier parish attendance zone policy for Barksdale AFB (those who live on base) students are: Waller Elementary (for student living in Historic housing), Kerr Elementary (for students living on the Eastside of the base), Rusheon Middle School and Bossier High for all students.

Exceptions to the current waiver policy which affect our school age children consist of the following: Only, if you choose to live on base; high school students have a "choice" of high school selection if a transfer from Bossier High is requested prior to enrollment. Moreover, if the member is designated as key & essential personnel then he can also request a waiver to attend any K-12 school within the Bossier parish school system. For all waivers, you must contact the Bossier Parish School Board students services for an out of district waiver. In order to start that process you would need to contact Judy Wilcox ( or call (318) 549-5040 Bossier Parish Schools, and complete the appropriate forms.

Note:  Waivers are subject to review annually so please read the forms and handbook to ensure continued compliance.  Students may be given a “choice" in which high schools to attend.  However, if the selected school is outside of the zone parents are responsible for transportation.

Alternatively, you would have to contact Caddo Parish School Board to determine eligibility to attend one of the magnet component programs, if you’re residing in Caddo.  Living on Barksdale AFB, you will need an out of district waiver.  Testing for the magnet programs can be arranged by contacting Mrs. Melinda Kay (   or call 318-603-6515, please inform her of your military status in your communication.

Note:  While there are no magnet schools in Bossier most schools offer compatible programs within the schools.  Waivers may be given if the need is outside of the scope of the local school programs.
